Modern "Highlighted Content" webpart

Hi,

Highlighted content webpart is opening its content in Online versions even though the Site Collection settings (and libraries) stipulate doc's to be opened in client versions.

Is this normal and if so, any way to stop it doing this?

Really need content to open in client.
