This is a known item within Office 365 / SP Online. In the modern document libraries, you cannot override using Word Online as the default app to open .pdf extension. If you look on Uservoice, it's a common ask to allow this to be changed.

Apr 17, 2017Absolutely ridiculous. This just bit us too. We thought we knew most of the implications for going with Modern Libraries. Who in their right mind would have thought that we needed to test embedded links inside of a PDF document when we are looking at switching to Modern Libraries?
This doesn't seem to impact all links...anyone know which ones it won't allow to link from the preview? I have a PDF document with mail and web links that doesn't work and I created a new Word document today with mail and web links and saved to the same library and it DOES work from the preview.
