Modern and Communication Team Sites

I may be missing something. When I create Team Sites or Communication sites, they are all created under https://tenant.sharepoint.com/sites/... I have created new site collections by some hacking (saving site templates, applying templates). This works ok for creating a new Site Collection but if I want something like this:

New Site Collection - Modern Communications site (Will make this a Hub)
Project Site 1 - Modern Team Site (Joined to Hub)
Project Site 2 - Modern Team Site (Joined to Hub)

I would assume the proper URL structure would be: https://tenant.sharepoint.com/sites/COMMSITE https://tenant.sharepoint.com/sites/COMMSITE/Project1 https://tenant.sharepoint.com/sites/COMMSITE/Project2
I'm having trouble deploying the Modern Team Sites under the Modern Comm Site. Am I looking at this the wrong way?

    subsites created under modern sites(team or communication) will only be classic.

    Flat architecture (sites) is the preferred methodology going forward
    Hub sites are now going to be a key component of the modern intranet

  • Forward thinking from Microsoft and recommendation is now site collection for everything, you do not want to use sub sites. So everything should be /sites/sitename

    You join sites to hubs, but the URL's will not change, it's just logically joining sites together, giving them common theme / search / news rollup / site nav. etc.
