Image 1 is site installed as application / Image 2 is site opened in Edge browser ? Or image 1 is missing the upper part of the browser in the picture? If the latter is the case then you should check the "sharepoint theme" setting on the user side so it matches image 1, probaly using a specific corporate theme and should be the first one in the list when you open it.
Hi Copirate, in both images it is the same Edge browser, in the latest version and the same URL.
