Menu items do not disapear when permissions are removed

they start with /sites, so I think that makes them dynamic.

Please correct me if I am wrong

I meant more so the navigation. Someone may have customised the modification and put links to the library in which is static - so wouldn't observe any permissions.

    The link are not modified, all of the setup is OOTB

      In that case it sounds like a bug, and I would suggest logging a Service Request to get support to look into it.
