Menu items do not disapear when permissions are removed

Are the links to the library static, or dynamic?

they start with /sites, so I think that makes them dynamic.

Please correct me if I am wrong

  I meant more so the navigation. Someone may have customised the modification and put links to the library in which is static - so wouldn't observe any permissions.

    The link are not modified, all of the setup is OOTB
