Member unable to access site or document libraries

I have inherited a classic SharePoint site that will not allow certain Members to access the site and others who can not access some document libraries. This happened from a specific date.

I have run the Audit tool and can't see anyone making any obvious changes.

I feel the issue seems to relate to the Edit permission group which has been changed from the standard settings. These items have been removed:

List Permissions

  • Manage Lists
  • Delete Items
  • Delete Versions

Site Permissions

  • Browse Directories
  • Use Self-Service Site Creation
  • Use Remote Interfaces
  • Use Client Integration Features

I have reinstated the BROWSE DIRECTORIES, USE SELF-SERVICE SITE CREATION, USE REMOTE INTERFACES and USE CLIENT INTEGRATION FEATURES, but users are still not able to access.

 

The permission groups are a bit strange too. The site is Public, yet they have also added the 'Everyone except external users' to the Members group.

UPDATE

I have run Diag: Check SharePoint User Access tool inside the M365 Admin Center for some of the people who have lost access and get the following response:

I have followed the guide to share the site with the user (https://support.microsoft.com/en-us/office/share-a-site-958771a8-d041-4eb8-b51c-afea2eae3658?ui=en-us&rs=en-us&ad=us), but they still do not have access.

    Update:
    Logged ticket with Microsoft yo look in to this, but no solution from them.
    In the end I deleted around 90% of the existing permission groups and created new ones, then I updated each relevant document library to remove the old permission groups and to work on the new permission groups, problem solved...
