Limit access to library using permissions
some time back but if I remember rightly 'limited' is often used in sharepoint to indicate when it has had to set pass thru permission in order to grant a descendant a specific permission. this can occur when someone has used the 'Share' on-prem for a single document and sharepoint has tried to set access permission changes accordingly. usually the result is a mess of limited access grants.
is there any docs or data in the library or is it a clean new-born?

kath patterson is right in assuming this. There is strong likelihood that there is(are) permission exception(s) from within the library i.e. some document(s) has(have) broken inheritance.

Hi kath patterson and Mohammed Rehmatullah ,
The library I descibed above has no items in it. That's why I found this extremely strange...
I understand, that when library persmissions are limited but for a file inside the library has given permissions explicitly (via Share button) then "Limited access" is granted to library and folders where the files is located.
But in my case it seems like "Limited access" is somehow given to "Everyone" default group and every user can see libraries and folders even if they do not have permissions for it.
