Library with check out required now can't give edit access

grant_jenkins​ I agree it should be considered a bug.  I find it absurd that this would be designed this way.  The sharing option giving Edit access still needs to exist as now people can't self service and instead have to contact their IT team to share individual documents, so then you have to break inheritance with the folder permissions and now you have really convoluted un-intuitive permissions.
Also it appears people with edit access can't move documents to another folder.  Again this takes away users ability to self service and moves all the admin back to the IT team.

The concept of having to check out to edit seemed a good way to stop people accidently creating drafts, it should be stopping all this other functionality.

Microsoft don't state these limitations in their documentation about the Check Out functionality.
