Issue with Sync button missing in Modern Document Library.

We also have this problem with some subsites within a sitecollection. The publishing feature is enabled.

When we switch back to the classic view, the sync button is there. But in modern view it's missing.

Is there already a solution for this problem?

It's likely related to the UI issues mentioned here by ssquires:

Thanks @James Brennan - a regression has resulted in several UI issues w/ this build. We have postponed and rolled-back until we can get fixes in place. I'll keep this list apprised of that progress. Apologies for the inconvenience - and thanks for your patience!

What worse for my customer is the Sync button not working well when change back to classic view.

When click the Sync button, it always go to how to install OD4B client page in Windows 7 with IE, but working well for Chrome.

Also working well for Windows 10 with both IE and Edge~~~~

  Confirmed the Quick Edit and Sync button availibaled in Modern view for our tanent.
  
  But the Sync button still now woring in Win7 with IE 11 in Classic view, working well in Chrome in Win7 and all browsers in Win10
