To expand on the previous answer by jcgonzalezmartin, while a user can see that menu item, when they click on it, they will only be able to change setting if they have permission to. A typical user with the Edit permission level, will not be able to make many changes, users with the Design or Full Control level will see more options

Might I ask what's the problem of having that link in this menu? It provides a shortcut to the user settings in Office 365 and to answer to your question: No, it is not possible possible to prevent that access...but as I said, I don't see a problem from the user point of view, it provides just another way to access to the user settings in Office 365

Thank for your reply, Juan. The simple answer is that I don't want to leave those Sharepoint Settings available for the users because I want to restrict them and leave it available to the administrator only.
As you noticed, I am not talking about the Office 365 options but Sharepoint Settings.
