Is an M365 license required for MFA for SharePoint Online guest access

Hi there!

This might be a question that is already answered in this group, but I am not finding the latest info. 

If we create a Conditional Access policy that requires guest accounts to have MFA when accessing SharePoint Online sites , do we need to apply an M365 license to those guest accounts?
