Thanks for your reply. I have tried creating a new library from the Site Contents page and directly on the site using the New dropdown. Neither method works. The throttling message is confusing for me as well because I’m not doing anything different from what I’ve done many times before, and I’m only making a single library creation request at a time.
I am wondering if it is a backend SharePoint Online provisioning issue? But I am a little out of my depth.

have you tried this on site level or only in subwebs?
And have you created a new site and created new libraries, does it works?
