the choice of components or PowerApps will depend on what the forms did but you can use a data gateway with PowerApps to get to the old web services, see https://powerapps.microsoft.com/en-us/blog/brand-new-custom-api-experience-in-powerapps/ to get started

Totally agree with Dean here...indeed I would say the selection of one approach or another should be based on how you envision this forms would evolve and who should be able to update them...Updating SPFx means you depend always on having a SharePoint Developer in house

The only thing to be careful of is, there are new licensing changes for PowerApps. You will need to pay for additional licensing to access the on-premise web services via a Gateway or Custom Connectors.
