Inconsistent global (top) navigation behavior on site pages vs site contents page

Hi Team,

We are experiencing inconsistent behavior of navigation in communication site. Where flyouts opens on menu text hover for site contents page (application pages) but not for site pages. On site pages user is required to hover over the down arrow next to menu item text.

We have checked this on our tenant as well as on E3 trial tenant.

Please guide as it’s hampering to go live with our new intranet site.
