How to install custom actions in SharePoint Designer 2007?

Dear SharePoint experts,

Good day! We know that this is too old to ask but we would like to ask for tech support regarding to SharePoint Designer 2007,
where is lookup in sharepoint designer 2007 workflow actions?
We would like to add a Lookup <xxxxx> property for <xxxxxxx>, but we couldn't find that Lookup action.
Please see the attached screenshot...
We couldn't continue to move on to another step as we don't know where's that "Lookup".

The problem is, we reinstalled everything, we have a running workflow before but the person who developed that program wasn't here anymore, so after we reinstalled that MOSS 2007, and about to re-create that workflow, we got stucked on that part...

Thank you and hope to hear for possible solutions regarding this matter...
:)

Hi there! we're using SP Designer 2007, not 2013 or the latest one, that's why we couldn't find that "Step 1" in order for us to search for the "Lookup". We're not looking for the "Manager" as we set it as variable so it will be visible, but for the "Looking" action, that is should be included in the Action Lists, and must be installed, but the problem is, we don't know how to install that custom Actions...

      Hope to hear again...

Also to add manager field to Sharepoint 2007 user information list please refer post below.
