How to get Send e-mail when ownership is assigned?functionality on a Non Issue Tracking or Task list

On SharePoint the only  way that I have seen on forums etc. to get an email is to create a task list as opposed a regular list format. Would anyone know how I can utilize the list I currently have and create a flow that does the same when someone populates the ownership column?
