How many crawled properties can be mapped to a Managed Property RefinableStringXX?

I have crawled properties from multiple communication sites related to News mapped to RefinableStringXX.  This is so that I can refine the Highlighted Content web part to show news from all sites on the hub site that meet the condition of refinablestring01 contains (or equals, I have tried both) All Employees.  The Highlight Content web part stopped working.  It is now showing items that don't meet the condition but leaving some out that do meet the condition.  Is it confused with multiple crawled properties being mapped to it?  This is the only way I see that this could work.
