Do you mean the automatic news digest described in this article? Automatically sending news post digests - SharePoint (microsoft.com)It can be disabled for your organization with SharePoint Online Management Shell

- No, it's currently only a tenant-level setting.
There is a mention on the documentation, that they are working on a feature to remove specific sites from the news digest.
