How can i create a site under https://[tenant].sharepoint.com/[here] , not under /sites/[here]
The interface to create a site only allows me to create a site under the /sites/ site collection. Is it through powershell?

"https://[tenant].sharepoint.com/[here]" would translate to a sub-site within the root site collection.
If you want a seperate site collection it has to be in "https://[tenant].sharepoint.com/sites/" or "https://[tenant].sharepoint.com/teams/".
