Help with Sharepoint Lists - Lists software broken?

Hi community, 

I'm hoping that some of you might be able to help guide me how to trouble shoot. I'm trying to teach myself how to use Lists and PowerApps for the university department I work for but am running into what seem like endless issues. 

-custom powerapp forms only load as blank screen 

-search function on the list won't work (I've tried waiting for it to index, tried re-indexing it)

-lists won't export to excel file (even little test ones with just two rows and columns of data)

-conditional formatting code returns only error messages (this one could be on me)

I've tried different browsers and user accounts to no avail - would you suggest this is an issue that my university provider has to address? Is this an issue that Microsoft has to fix? How would you go about solving these issues, especially during COVID when tech departments are already overwhelmed and difficult to contact?
