Governance Documentation

I don't recommend creating a document - because people never seem to read governance documents! Instead, think about creating a SharePoint site where you create governance content as individual, topic-focused pages using metadata to tag the pages to an app, audience (e.g. site owner, end user, etc.), and topic.
