Well, my two cents here:
(1) Customizing List Forms with Power Apps is not a problem and has not additional costs for your users since it's included as part of your Office 365 plan.
(2) As an alternative to Power Apps, you can customize Lists Forms through the forms settings provided + JSON. Currently you can customize Form header, body and footer + at some point a visual designer will come so you don't need to write JSON code to customize your lists forms
