Export to Excel bug since adding windows patches

Anyone who recognizes this behaviour and know how to troubleshoot further or even better resolve it?

Since the recent windows patching we did on our on-premise SharePoint 2013 servers we found a strange bug. It involved the Export to Excel function in lists/libraries.

When i try to click the button it prompts me with a dialogue like this, sometimes with an other start like "query_iqu...", cant get that right now but it is something like that. Will update if i find that message again.

Previously i belive it only said "Do you want to open owssvr.iqu"

And when i try to save the file it fails if i get the message with the "query_iqy..." start and it successfully downloads if I get the screenshot above. But still I cant open the file to view it in Excel. To do that i either need to rename the downloaded file from something like:

owssvr.iqy&List={B3E7C77D-E616-4050-AD37-16BF25281763}&View={D476F03B-1348-4DE8-A4E8-5A3D873D95E8}&RootFolder=_Lists_Links&CacheControl=1

To:

owssrv.iqu

and then drag it into Excel to get it to open, it doesnt open automatically when i doubleclick it.

I hate to bump an old thread, but I have a user who has this same problem exporting from any SP 2010 list.  Other users in the organizations, with same IE do NOT have the problem.  Strange.

Did you ever find a solution?

These are the ones that we have installed recently. I suspect it happened after the last two but we dont use the feature that musch so it could have been any of the previous two occasions as well...
