Error migrating the App Management Service from SharePoint 2016 to SharePoint 2019

Hello,

I'm currently in the middle of a SharePoint 2016 to SharePoint 2019 migration and I'm trying to migrate the App Management Service.
You would think this is a straightforward database migration like any other service application database.
Well, it's not.

I restored a backup of the SharePoint 2016 database and I tried to create a new App Management Service application using this restored database.
This gives me the following result:

There's a table missing in the database!

When you create a brand new database in SP2019, the table is there. 

I checked several other SP2016 environments and not a single one has this table in their database as well. So, it's not an issue of this particular database. 
So... migrating the App Management Service to SP2019 is not possible? Or is this a bug? Tried looking online for this but found nothing.
