Error create list from existing list

Created an Issue Tracker list from the the Issue Tracker template.  Added a couple of additional columns.  When I go to create list from existing list in SharePoint or Teams get "Action 1 (createSPList) is invalid. Template type specified is not supported" error.  I want to reuse my issue tracker list that has my additional columns with adding the columns each time.
