Pretty sure that’s just s rendering bug or bug with that properties pane. What happens if you click advanced? Try changing it there. Is this a group site? You’ll want to be careful because you don’t want to break teams if Teams is tied to the site they won’t be able to upload documents if you set them to read here in DharePoint. What you want to do is just change permissions on the site pages document library. Break inheritance and then set everything to read only they eat only site collection admins can edit.
