Draft Page with Version Control

Hello all, 

I'm new to this group.  We have a "landing page" in SharePoint where we're directing internal teams to view a table of content with links to important documents and collateral.  The challenge is, having an off-line version of this landing page that can be edited in draft mode by multiple people (different owners for different sections), but we also need version control.  

My hope is that we can use a workflow like this (example):

[live page] <= teams/users have normal access

  ↳ [draft version] <= editable, real-time collaboration, version control

       ↳ [draft version] <= editor 1 changes in review mode (like with Word)

       ↳ [draft version] <= editor 2 changes in review mode (like with Word)

       ↳ [draft version] <= owner and collaborators review changes & agree to final version

[draft version] => agreed upon changes published to [live page]

Hope this makes sense and hope this is something that can be done.
