Joscha Bachmann, this definitely sounds like an issue! Can you file a bug through the O365 Portal? That's the easiest way to get it into the right hands. Thanks for bringing it to our attention!

  i've opened a ticket at microsoft support. At the moment i'm waiting for a status update, but it can take a while because it seems not be an issue in the configuration or policies.
  
  As soon as i get an anwser from ms, i will post it here.
