Document IDs
Nope.
The template I choose has no affect on the experience version.
The UI hasn't been updated to display a specific 2016 experience choice, but SharePoint online is running SharePoint 2016 behind the scenes. I assume that means it should be using Durable Links, but I'll need to login to my tenant to check. If it is using durable links then the other issue you may be running into is that durable links only work for documents that are renamed or moved. Documents that are copied are new documents and get a new ID. Depending on how a document is moved it may actually be copied and then the original deleted. In that case it would also get a new ID.

I just checked my tenant and SharePoint Online is configured to use Durable Links if the Document ID feature is turned on. Here's an article that explains what Durable Links do:

I've provided instructions on how to recreate the problem. Please follow them. I'm not moving the file at all, all I'm changing is the mechanism by which the link to the file is created.

I'll go back through your steps, but looking at them I suspect the problem is that both of those clients are on the desktop and bypass the Office Online environment. The document ID service in 2016 depends on the Office Online server to provide the Lookup and ID. If you look at the link you get when you request one in SharePoint you will notice that its actually to a redirect page with the document ID as a parameter. Using that link will automatically retrieve the document in Office Online, not provide a download link. So I think that's where the disconnect is happening. Are you using OUtlook 2016 or 2013?
