Disabling Move or Copy for SharePoint Libs

Is there a way to hide the Move or Copy feature in a SharePoint Lib for SPO?

Would using SPFX extension allow you to hide it?

I know that Restricted removes Copy and Move but this permission level not always adequate for our business use.
