Different news
Is it possible to have 2 kind of news posts? One that shows up in the hub and one that is just for the site?
If the answer is no, is there another (pretty) way to show messages for the local site? I don't like the way the pages webpart looks.
- So depends on the end result. If the site is stand alone and has no news to rollup but you want the global navigation, then you can just edit the news webpart on the hub site, and use the "Selected sites" option and just leave off the site you don't want news to rollup. Then it will be stand alone but you still have access to the other hub resources.

We want some local news just on the site and some news showing on up on the hub

Add a custom column to the Site Pages library with a choice column, then tag different news articles with different choices. On the hub site, set the filter on News Web part to get the pages with the desired tags.

Did you try creating a news post from SharePoint home? You can publish the news to either hub or a specific site

Also in the news webpart you can filter the newssource to specific site or hub
Did you try image gallery and highlighted content webpart on modern pages
Highlighted content webpart has a carousel layout.

The thing is that this site is connected to a hub site. Some news we want to show up on the hubsite, but som news are just for the sites users.
