CSP delegated partner admin SharePoint administration

Hello,  

I cannot get delegated partner admin to work with the SharePoint admin center.  

I can access other admin portals in the YYY tenant, but the sharepoint admin portal keeps throwing: 

We're sorry, but xxx@xxx.com can't be found in the YYY.sharepoint.com directory. Please try again later, while we try to automatically fix this for you.

Issue Type: User not in directory.

I can also normally query the graph API with a delegated partner account.

Is there something that I am missing?
