Hi Jayden,
from my point of view, I would solve your request by using power automate. Create a trigger flow for every library and one child flow (if every library has the same metadata field names, called by the trigger flow) to create an entry in your list e.g. with a link to the corresponding document.
For filtering you can either create a special view for everyone, or one where you use [Me] as filter in column person.
