Copy Link Option

Hi all, just wanted to see if or where the I can modify the option to change Copy Link options.

When my test users login, if they click the 3-dot menu and then Copy Link on a file, they get the box pop up and can copy link but if they click on the arrow below, it does take them to the four options of how to link but 3 of them are greyed out so they cannot select a different one.

When i login as admin I can select one I want so I'm assuming its a permission thing someone on the site or the library ?
