content type for a site propagating to content type gallery

Hi,

i am looking for a way to expose a SharePoint site to a user so that they can create a site columns inside a content type for a site and then it gets transferred to a modern content type gallery.

I am wondering if that would create a cyclical issue of then again getting promoted to all sites.

However, i dont want users to give admin access to content type gallery.
