After spending a week on a case with Microsoft Support, we were only able to recreate the issue in a GCC M365 Tenant. New document was launching correctly and the New Item form with the SPFileCollection.Add() was no longer occurring. I suspect this was an issue with a version of the Document Library Web Part deployed to our GCC Tenant.
