Collect Signature Workflow in SharePoint Online - Unable to Select Workflow Drop down

Hello, I have been following

To set up Collect signature workflow on a sharepoint Libary.

Within Site Settings : Site Collection Features , I have enabled Workflows.

Within the Library settings, workflow approval there is no option to add a workflow template against a Type.

Refer to attached sceenshot. I am the Site administrator so should have access to do this. Can you please confirm what step I am missing.
