Check In/Check Out required don't work

I need this Check In / Check Out by Sharepoint, when Check In / Check Out are required. I'm can't to do it in application OFFICE in desktop computer. this function don't work, i'm tried and contact the support and they dont can do too. so we have a problem when Check In/Check Out is mandatory.
