Can Sharepoint do a client portal with a user outside MS 365?
The premise of this article is that Microsoft 365 does not have the stuff that comes with the expensive commerical lawyer case management products. I think MS 365 could work for me, but this article specifically says an sharepoint site portal is not available to a non-MS 365 user - for me, as my clients are not business people, this would be a deal killer. standenman You can add external/guest users in your tenant to provide access on SharePoint content. They might need a personal Microsoft account when you try to share the SharePoint site with them.

I want that the portal to provide actual functionality to the user - a dashboard where they can see the status of their case, view some pertinent videos and information. It sounds like sharepoint will not work for my purposes in creating a client portal. Is that right?
You can create a Power Pages dashboard where they can see the status of their case or even a public facing PowerBI report if they login with their associated account. But SharePoint won't work as a dashboard as it's not designed for that, it's designed as collaboration tool
