Bulk upload in a library with common metadata

OOTB this is not possible.
You can use "Edit in grid view" to apply the metadata after the documents have been uploaded.
There are also 3rd party apps that provide the functionality you want (https://directory.collab365.com/wp-content/uploads/2022/03/Explorer_20220331_3.png).
When you upload a set of files (or folders) you will be shown a metadata dialog window.
