Block Download files from OneDrive, SharePoint Unmanaged Devices
Currently we don't have azure ad premium or intune premium P1 subscription.
Is there a way to prevent users from downloading files on tablets or any personal devices. We tried using IRM but it's blocking preview of files and few other features which is something we would not like to implement because it's too restrictive.
We just want to prevent download of files mainly from Onedrive on non-domain joined PC's. What would be the best way to approach this. Any thoughts?

Your best option is the Device restrictions feature, but it does require Azure AD Premium as it's basically a CA policy: https://docs.microsoft.com/en-us/sharepoint/control-access-from-unmanaged-devices
The closest you can get to this without Azure AD Premium is to set up IP-based restrictions: https://docs.microsoft.com/en-us/sharepoint/control-access-based-on-network-location
