Hi There,
If you are sharing a file with external people, then click on file, click manage access, click on grant access (user icon), and type the full address, and the external people will have access to it.
If you or an external party are having any errors, then I would recommend following this article and going through every step and making sure all settings are done as in the article. This way, it will resolve your issue.
