Well, you have some options here:
1) For sure for DEV have a tenant dedicated to Dev purposes. Ideally, each developer in the Team should have a Dev Tenant
2) For TEST and UAT, you could also have a dedicated tenant, but you can find that there are differences between tenants so you could think on unifying TEST and UAT in the same tenant
