"Add shortcut to OneDrive" for one Document Library

I have disabled Offline Syncing for a document library that has sensitive employee information. I want to also turn off the "Add Shortcut to OneDrive" option. How do I get rid of that too? I don't want to turn it off for the whole site or tenant. Just this one document library.
