How to "link up" to set a Start to Finish type in predecessors?
Good afternoon,
I have a Project with over 80 tasks and many summaries. I am trying to "link up" to have link type be Start to Finish (SF) for tasks 67 & 48. What I want is for task 48 to start 3wks before task 67 and if I have to move the start date of task 67, I need task 48's start date to move accordingly. However, I can't seem to be able to link up the tasks to be able to change the type to SF. To note, each task is located under different summaries. What am I doing wrong? Or is there another function I should be using?

Unfortunately the note you superimposed over the screen shot blocks out vital information I need to replicate that part of your plan. Also it looks like there is an error in the note, it talks about task 57 which is not shown. I assume you meant task 67.
I also note the you show a link to a summary line (i.e. task ID 62). That is a no-no. Never place predecessors or successors on summary lines. Summary lines are not tasks, they are simply a summary of the subtasks under them.
Based on what I could see, this rendering of your plan should at least get you pointed in the right direction.

Probably what you are doing wrong is trying to use a start-to-finish relationship. The detail description of what you want indicates you should use a start-to-start relationship with a lead like shown here.
Changing the start date of task 67, will change the start date of task 48, if and only if, task 48 has not already started. In that case the link becomes null and void.
If the above relationship is not what you want please elaborate in more detail and we'll help you out.

Thank you so much for your quick reply. I am very, very new to Project so please bear with me. It may be that the advice you gave me is exactly what I need to do. However, when I try it, it doesn't seem to work.
First when I select task 59 (previously t48) and then select t67 and change the type in the predecessor tab to Start to Start, it doesn't seem to show the same relationship in the gaunt, the arrow remains top to bottom as opposed to going bottom and up, like yours.
Here is what I want to do:
I need to create dependencies based on the start date of the Townhall, things will be sent in function of when it will begin. Some like T59, 3 weeks before others 3-4 days before. I'm not sure how to link those tasks to change according to the start date of T67.
