Project Server / Online specific solutions built using CSOM will typically work both on premises Project Server 2013, 2016, 2019, Subscription version and Project Online as the CSOM APIs are pretty much the same.

Project Server needs to be installed on Windows Server, the version of Windows Server will depend on the version of Project Server, see the links in this doc for details on the software requirements: https://docs.microsoft.com/en-us/project/deploy-project-server-2016
