Yes, I have tried on different browser. Trying for 4 days to link. Still failing.
What category I should be selecting in "Partner Center Support" and what "Problem type" should I select?

    Clear your cache. Logout and then login.

    to link your Work Account and personal Microsoft learn account

    1. Login to Partner center https://partner.microsoft.com/ using "Work account" (@workdomain)
    2. Go to "Settings" icon showing on top right corner besides profile picture
    3. Go to my learning profile
    4. Click on "Link Microsoft Learn Profile"
    5. You would be redirected to login with your Microsoft learn profile
    6. Now login using personal email ID (@gmail.com etc)
    7. and proceed with next steps.
