I too am having the same issue - when I try to link my Learn Account I get the following error message -
I have attempted to submit a Partner Support request but I am stuck in a Ai loop - unable to actually submit a request. I get links to the document you posted on but I have no option to actually submit a request as the suggestions listed within the document do not work. I have been dealing with this for over 2 months.
