I believe it'll apply to all licenses. Microsoft uses the term user-license to differentiate from Azure consumption. But the price increase would also impact tenant-level licenses, like Copilot Studio or Sandbox Environments.
We'll know when the preview pricelist has been published.

If it applies to tenant-level licenses as well, then customers with Sandbox Environments who want to keep the annual pricing will have a huge upfront outlay. Otherwise they have no choice but to pay the extra 5% price increase. I guess we will see in March.
